A lady I know is middle aged, unemployed, divorced (ostensibly because her husband had been hitting her), broke, possibly alcoholic. She has no way to pay bills and seems to be having mental issues. She doesn't seem to understand the gravity of her situation and is receiving no government assistance of any kind. Any advice as to hotlines she could call or programs that could be of assistance to her?

Call your local department of social services or a department of transitional assistance and they can provide her/you with all the info you need.

That is so awesome that you are helping her. If she seems like she's having some mental issues, the best way for her to get help is to have her go to the Emergency Room. There, they can see if she needs any kind of mental health assistance. If she does, she can admit herself for 3 days. She'll be examined by a Psychiatrist who can find out if she has any issues and treat her. Then, she'll get a case worker who will help her get health insurance, help her get money to get by, along with food stamps, fuel assistance, AA treatment, or a connection to a battered woman's facility. She'll get counseling and medication so she can get back on her feet. From there, they can help with her getting her life back by going to therapy. She's probably having some kind of breakdown and using alcohol to numb herself. She really needs some serious help. If she took advantage of services that were available right now, she probably wouldn't follow through. Going to the emergency room to get her mental health in order first would be her best step.
